While you can lead a horse to salty water, you cannot make it drink.
That being said, you are correct. It comes from runoff from salt found on/in the ground and from rivers bringing that salt to the ocean. Salt does not disolve in the oceans.
According to the US Geological Survey website, "By some estimates, if the salt in the ocean could be removed and spread evenly over the Earth’s land surface it would form a layer more than 500 feet (166 m) thick, about the height of a 40-story office building."
